If you were contacted through Steam: How to Report a Scammer, Hijacker or Phisher
If the contact comes from a friend's account, consider report it as "Their account seems to have been compromised", as most likely they fell for the scam and now their account is being used to spread it
If you were messaged through Discord, you can also report them:

Isn't it odd how Valve's own VAC doesn't touch the items at all, while this alleged pending ban does?
So many red flags, so little time...
Yep, one of them planted a bug in your account (api key).
Important events such as these are usually accompanied by an account alert IN THE STEAM CLIENT.

IMPORTANT:Any items that will be sent as an in-game Dota 2 gift will be permanently blocked. You can send all items as a trade offer.
Your DotA 2 items will be deleted from this account in order to save them to full restrictions.
You need to trade all your items to your second account or to a friend you can trust.
Steam does not return items to avoid duplication.
Such copying leads to a decrease in the value of all items due to an increase in their quantity in the economy and, as a result, to financial losses for everyone who trade items or uses the Steam trading platform. Valve Corporation (c)

SS-GGR3-BBW3-P1W3:
Complaints went to your Steam account, not your Dota account
Soon you will receive a red sign about the blocking of your game of Dota 2, as well as all items irrevocably and cannot be restored. You will have the opportunity to appeal for the removal of the red plaque, but your items cannot be recovered, so I highly recommend sending to your friend's account or to your second account, carefully check the account where you are sending items.
So is it true?
