Number of reports doesn't suddenly make something more true. That would be ridiculous wouldn't it?
Sure, if more people report a profile, then chances are that in the grand scope of things, Valve may come across a report more quickly. But here's the kicker - that ONE report will depend upon one thing - EVIDENCE.
If you have been reported for something invalid you can have thousands of reports and nothing will be done. It simply cannot work like that. Imagine how they'd be sued to hell and back if that were the case.
The fact is what you did WAS against the terms and they have been cracking down on it lately.
All it took was ONE report for that to happen.
Your friend was scammed, support doesn't "clear" people's inventories, they just trade ban accounts.
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)
Please review how you are logging into Steam, you somehow gave them your log in information. This could of been due to the computer being compromised and redirecting to a fake login, or you using a 3rd party site to login to steam.
if may be helpful for your friend to post on the forum in their own thread. it makes it much easier to keep the discussion focused on their problem, and you dont wind up spamming people with notifications from a thread that has been dead for over a year.
