$112 is more than $100 and €92 is less than €100
My german friend wants two games. Both together cost €96.
I give him a 100 gift card, but oopsie poopsie, he doesn't have enough. So i gotta buy another gift card.
If paypal is smart enough to let me pick between "Sending 100chf" and "recipient gets $100", then steam should also be able to do so.
No in your case $100 = €92, if you want him to get €100 then you need to calculate based on the exchange rate and send that amount instead as its going to cost more then $100.
If $100 = $112 canadian then you need to adjust it on your end.

Technically its Astaroth's method, but yeah no other way. If the OP wants to make a post on suggestion forum he can, but i'd be surprised if Steam ever implemented it.
