Go back to goodwill, explain the issue and try to get your money back.
Or be a charitable lad, forget the money and throw the game in the bin.

Codes are a single time use, so if it has already been used, it now belongs to the account it is tied to.

I suggest contacting Goodwill and hoping for some "goodwill" on their part in the form of a refund.

Try it but if the game is already activated on another account which is highly likely then there's nothing you can do no matter how many codes are in the box.

Could've just bought the game for £1 in the winter sale 3 weeks ago..
