For example, disc space. Many people overlook two very important points.
Firstly, that the installation drive does not exceed more than 90% usage in size.
Second that when you download a game on Steam, you have to allow up to THREE TIMES the total file size, as the files are encrypted and compressed. It needs that extra workspace to do it's magic.
So for example, if you have 1 TB drive, and you've used 850GB of it, you've got 50 GB left to use. But if you try to download a 50GB game then that ain't going to happen, because you'd need to allow up to 150GB and that takes you right to the limit way beyond the 90%.
I mention this also because when people fall foul of this, it will do as you're experiencing - either keep pausing or stopping downloads, or start downloading to another drive.
Also, if you're using any external drives, make sure you have no power saving settings set so that the drive powers off after time, and that you ALWAYS connect the drive before starting Steam.
download "404'd" on me and I had to restart it, and now it's even less completed than it was yesterday.
And as I stated in the OP, I have ample space for the game.
That's why I asked what I did. as it's not just about ample space. I mentioned it to be clear. If you have understood that, it's cool.
I don't know much what else to suggest, as normally the next step would be to clear the download cache, which you've doen already.
Only last ditch thing I have is to delete everything EXCEPT steamapps folder (and the games therein) and the steam executable.
Then run the steam executable, and it will reacquire all the files needed. If anything was corrupt in there, this should fix it.
So, to the condescending and patronizing people:
yes, sometimes is the user's fault. But some people actually know their way around a PC and when ALL the solutions didn't work, the issue is obviously on the other end (or somewhere in-between).
If the user literally doesn't touch anything and stuff stop working, MAYBE it's not his/her fault.
Especially when the same stuff start working again without any input whatsoever, it's pretty ♥♥♥♥♥♥♥ obvious that it wasn't the user's fault.
Maybe the software is just a piece of garbage. Or a server somewhere.

Don't assume answers you don't like are patronizing. We respond this way because we are basing it on considerable experience on here.

dont get fooled by sometimes user own problem here, its either you or isp or steam that do it.
its here it get trigger who doing it, if you have no issue into own isp with speedtest.
then its IP or steam network path ( routing ) thats is ISP and steam if you have proof not own end into steam speed test.
dont give us the crap here about your isp or its partner throttle the network speed , not really our problem or if steam someday cant keep up. atm this is your ISP faulth because let them proof its steam server that cant keep up.
if this is to complicate for you talk with tech person, this is how things works. and its not debatable. ( this is networking ABC if you even can call it that. ) remember this next time steam has event sale. ( aka just like Black friday, even more will notice network speed issue ) and its here you can see how huge Traffic is then all DL and all isp network and steam server runs past normal traffic, so dont say steam event sale cant be felt doing event sale.
that is truth that point in itself , has nothing to do with me or this reply. this is your isp into steam issue.
