First off, if it bugs then goes that files are missing, then it's likely that your antivirus is quarantining some game files. Go to the antivirus suite and make an exception for them.
It may however, also be a disk space issue. If you are using more than 90% of your drive, wonky stuff like this will happen.

If you have a mere 111GB left on your drive then I can be fairly certain that isn't enough, because three times the total file size of GTA is probably larger than that.
You don't need to do the maths - every PC has a calculator.

My spare drive is what this is being installed on.
You may be misunderstanding this.
As I said, if that's ALL your drive space, then I've never heard of a 111 GB drive. I don't know what that is.
YOU WILL have to be within that 90%, and the file youre trying to download havs to be at least THREE TIMES the total size.
Now if you're downloading GTA5, I wouldn't be at all suprised if that's your problem, becuase threee times the total file size will maybe be more than 111GB.
So make sure of this. Because if it si, that's why Steam is opting to choose another drive to download on.
And if this is the case, what you can do, is let it download to that drive it has chosen. THen when it's finished, unpacked and everything, choose options under downloads in steam to move the file where you want it.
