The problem is with any internet related services it's bloody difficult to pin down the problem (or problems) because there are so many links in the chain.
But it is extremely unlikely to be their end, as stated already. Everyone would be having the same issue, and they aren't.
Commonly issues like yours occur when you either haven't got your antivirus, firewall, or even router configured properly, and such software takes issue with whatever Steam is doing. So you need to investigate you have ports opened correctly, nothing is blocking them and your antivirus isn't quarantining stuff.
Your downloads are primarily limited by your disk IO or CPU speed
If one service works fine and another similar service doesn't, then you should immediately suspect this. Simply check your antivirus quarantined items list. If there's anything steam-related or specific game-related, it's a false postiive, and should have an exception made for it.
