Anyone can edit the page or use a browser plugin to make it look like that and then record a video of it.
It's a GIF. Anyone can make those. Anyone could edit them to appear/show whatever they want. Plus how do you know thats what a REAL Steam employees profile and options look like? You don't.
Where's the standard controls? Can A Steam Moderator/employee NOT edit their own profiles? According to that fake Gif they can't do anything except BAN accounts. That only screams Yeah right BS. They'd have Extra functions not basic ones removed.

The GIF you were sent could be faked in a minute and no company on earth would behave in this manner of dangling a threatening video.
There's far more convincing (yet still obvious) scams around similar to this. All you have to remember is the only Steam Staff that will ever contact users is Steam Support and this is done securely through the client via notifications or tickets. Valve staff do not use other accounts to contact users or any other platform to conduct their business and this includes Discord. Even real Steam employees outside of Support have absolutely no business regarding other users accounts and will never contact you directly.
If anyone adds or talks to your about anything account-related, they should be blocked and reported on the respective platform.
