i've sent e-mail to steam support, but i mean any others option?
you can't redeem wallet cards from other regions anymore, only thing that works is a digital gift card from the steam store, or physical wallet cards from your own region.
yes, i just know today that the steam changed the rules.
no dude, i read it. but there is no option to refund or change to other from my retailer (because i've check the transaction as done)

Well, then you're SOL. Tip for the future: expect non-straightforward things to break anytime.
Having your Steam store region not match the region of the cards you're buying (so either you fake your store region or you get wallet cards from abroad) is a good example of something non-straightforward.
You don't need to move to the US. You just need to make sure that the following locations match
1. Where you actually are
2. Your Steam store setting
3. Your payment method
So stay in India, set your store location to India and buy IDR wallet cards (if IDR is Indian, if not, adjust accordingly).
