Here is a method I've used to fix that problem (never did it to myself, I've been in the computer field since 1980s):

Another option is to restore or re-install Windows.
First: I question who is asking you for a CD key because
1. Steam almost never uses CD keys ownership is verified differently with Steam. The only CD keys you might have from games in your library are games you've added by entering a CD Key. (how to get the CD key for these games below).
2. Official Steam Support would most likely include THIS LINK that instructs on how to find proof of identity info they'll accept and tell you to read it.
There are a lot of scams. If the message that asks you to prove your identity is not on steampowered.com it is probably a scam. Don't share anything at all with them if it's a person you're talking to. Report and Block them through their profile.
Steam Support does not use anything to communicate with us other than Community Messages, The Help System, and direct emails from [name]@steampowered.com

If the message came to you through any of the above or anywhere other than the Steam Client it self it is probably a scam. Report and Block the person who sent it.
IF YOU HAVE A GAME YOU ADDED WITH A PRODUCT KEY:
View > Large Mode > Library > Select the game to bring up it's Library Page > Click the Cog (Gear Icon) on the right side under the header image > Manage > CD Key.
Do you have access to your recovery email?
If so, just do a password reset.
Reading what they typed the OP is either not able to login to both windows and the client on the new computer or they can get in to windows on the computer and not able to get in to the client.

Password to Windows won't be accessible from another computer. So...you're talking about the Steam Client Password? You have auto-login selected? Log Off (Steam > Change Account), Un-check the auto-login option and log out then use the reset password options.
That's a step Steam and/or Steam Support would ask you to do. So you used the 'can't login' feature of the Steam client and went through the options to contact Steam?
It's a bit confusing to understand what's going on how it was typed.
