No download button of a game.

There is a game called: Angel Wings.
Thing is, game is released but there is no download option.
There are multiple ways to STILL being able to download the game for example here:
https://steamdb.info/app/862440/ and then click the 'install' option.
Someone knows how to fix this?
I'm asking this for a friend who's a developer.

They have the proper contact info to make sure their store page has everything set up correctly.

Already asking but the developer doesn't know either so i thought lets make a thread here and hope someone knows a sollution.
