If you still meet refund eligibility then yes, if you've pushed yourself out of eligibility, then no, you probably wouldn't be eligible.
If you played destiny 2 for more then 2 hours since you bought the DLC then nope, you no longer qualify for a refund.

There is no separate timer for DLC or way for Valve to see if you even accessed it. They can only go by times played since the purchase.
Don't play until after the refund is approved.
Nothing you can do will change the outcome, If you've played the game more then 2 hours since buying the DLC you won't qualify for the refund.
Steam can't tell if you've played the DLC or not, so your most likely out of luck with the refund.
