DLC Refunds
I brought the Destiny 2 Beyond Light DLC Deluxe Edition and I was meant to buy the Legendary Edition. I’ve put in a refund request for this, but I’ve continued to play the game, but I haven’t played any of the DLC content nor have I used any of the items (as you have to complete the story line to get them). Does anyone know if I will still get the refund as I haven’t used the DLC at all.

Refunds on Downloadable Content
(Steam store content usable within another game or software application, "DLC")

DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

If you still meet refund eligibility then yes, if you've pushed yourself out of eligibility, then no, you probably wouldn't be eligible.

If you played destiny 2 for more then 2 hours since you bought the DLC then nope, you no longer qualify for a refund.

This.

There is no separate timer for DLC or way for Valve to see if you even accessed it. They can only go by times played since the purchase.

Don't play until after the refund is approved.

I applied for the refund then continued to play the game afters, but haven't even accepted any of the items which came with the dlc or even done the quest line ect. I've basically left everything untouched. Would it be worth removing it from my library so I could get a refund?

The only thing that matters in what you say is that you kept playing the game. The rest is irrelevant for the refund request.

Nothing you can do will change the outcome, If you've played the game more then 2 hours since buying the DLC you won't qualify for the refund.

Steam can't tell if you've played the DLC or not, so your most likely out of luck with the refund.
