Go to Help in the top of Steam, then System Information. Right click in the new window that appears, select all, then copy and paste all of that here.
Also, tell us with as much detail as you can what happens when you try to run the game from your Steam library. Do not use any shortcuts for now. Just use the "play" button for the game in your library.
After you click play, watch closely what exactly you see happening, including any error messages that come up, if any. Post them in exact words if so.

Ok so, what happens when i try to start the game is it'll say syncing to cloud and it will try to run it, but then it will go straight back to saying play.
"MOST" of the time, this is not an issue, but sometimes it is. I can't say that is the case here with this game, but I would try running the game in Compatibility mode for Windows XP SP 2 and set that up for the .exe of the game.
Also, if the game just closes without opening up and back to the "play" button, that could be a software conflict.
Number one thing is to make sure all Steam games and Steam itself are listed as exceptions in any security software you have on your PC, which includes antivirus programs.
Any security process needs to be leaving Steam and games alone in real-time scanning.

I also suggest looking in the Binding of Isac forums to see if anyone else has had issues trying to get the game running such as you have. Sometimes, that is a good way to find the problem you have.
Looking at your specs, that PC should run this game and the DLC, so I am leaning towards a Windows 10 issue with older games, or maybe conflicting software causing issues with the game running.

You sure the DLC is activated, under steam DLC section, or as seen in Behesdas games, own game launcher that need a checkbox apply, maybe this game has same issue here.
I dont have the game so i dont know.
Why would you tell somebody to run a game from 2014 that got constant updates with he last one just about 2 weeks ago to run the game in win xp compability? That doesn't malke any sense at all.
And why would you ask for hardware specifications and then not even bother looking at them?
Let's have a look at OPs hardware:

The Intel HD 630 deosn't meet the minimum requirements for Repenteance, wich is now a GeForce 900 series. So most likely the game doesn't detect the dedicated RX 580 or has issues with the driver and tries to use the integrated gpu instead. Atleast that's a much more logical explanation than the win xp compability stuff you came up with just because you experienced it in a completely unrelated topic.

Just because I missed a certain detail, that I admit is important and I see now, that does not mean I did not look at the specs. I always look at specs when users post them, but I am human like everyone else, and missed that point about the GPU. I even looked at the specs on the store pages for the game and some DLC and was wondering at that time if all the DLC would work on the OP's hardware. You don't have to be so abrasive to correct someone and help them see they missed something, to better help others and the ones like me that missed the point in the first place.
DLC sections and maybe even own launcher as Behesda with addon apply also.
