- Not idea to use VPN to spoof where you're from, as that can get you into trouble on Steam since it's agasint Steam ToS. Like let say you're in USA, and you used VPN to RU that you're not even in, this can be counted a fruad by Steam which you have talk to Steam about your problem on this. - Paypal isn't supported in all countries, which you have to use other payment methods.

1. The VPN was necessary for her work. Not for steam. I didn't use any VPN while using Steam.
2. I live in Germany. Paypal is available here afaik. I also used it for years and the support just suggested me to open a new paypal account. So it is not even like there is an issue with me paying with Paypal on Steam. It is just Steam being annoying to me.
3. I already talked with the Steam support, but I can write another ticket. I doubt that it will change anything thou.
You keep mentioning this VPN and then trying to make a purchase, and then deleting the cart before the purchase went through.
I am not accusing you of anything, but if any of that literally translates into you using a VPN while making a purchase on Steam that was restricted due to regional price difference, to mask your country of residence, that is almost surely the cause of the payment lockout.
They can suspend your account on Steam for that, if so. Again, not accusing you of anything, but the more you post, the more details come out to the story.
This is why we can't do anything here, as we do not have the full details of what all is involved. Once more, not accusing you of anything, but just saying.
Even if you did not mean to bypass any regional price restrictions, and it was an accident during the purchase error you said you had, that can still be the issue.
So I can only suggest you contact Support about this, if anything can be done. We can literally do nothing about it here in the forums. Good luck.
Sometimes Steam makes issues with the pruchase and doesn't allow me to pay. So I have to refresh and sometimes it still doesn't work. So I delete whatever I had in my shopping cart to redo the thing. If Steam has a technical issue, why am I getting punished for it?
Regarding the VPN: I bought VPN for my wife. My wife doesn't have access to my Laptop or to my steam account. The only reason I mentioned it, was because I charged back the fee (after contacting and clearing the problem with the VPN support) on my paypal account. There is nothing wrong or illegal about this. If the system flags this, then again: I should not be the one getting punished for it. I don't see the logic here.
The only "VPN" i actively use, is the one to conact to my university, which is 50 km away from where I live and which is in the same country. I am not surpassing any laws or avoiding any restircitions with that. I see no issue with that either.
Since the VPN is not available on Steam (idk if they even have any VPN offering it here); it was done over Paypal. Unless Steam can see my Paypal purchases, I don't really see how the system could have flagged me with it.

The pruchase was done over Paypal, but the refund was done over the steam support. I don't think that is the issue thou, since this happened a year or even more time ago. I purchased multiple games since then.
