Here is what happened: The site you bought the key from is run by scammers. Usually these places will resell keys that may have already been used, or were bought with stolen credit card info and were therefore deactivated when the chargeback went through. The scammers who run the site gave you the runaround by asking you to do something impossible in the hopes that they can shift the blame onto Steam when they are the ones who screwed you over. they are trying to buy as much time as possible in the hopes that they will be able to keep the money you sent them BEFORE you are able to issue a chargeback.
Your next step is to issue that chargeback, and then stop using shady unauthorized key resellers. When buying a game, only buy from official sources. A good list of sellers can be found here: https://isthereanydeal.com
I bought the game on g2a with another game (that worked. It was from a different seller.) so I was charged for both on my account. I don’t know if I can still dispute that. G2a says it has a money back policy after 7 days of sending a ticket to the seller, but I doubt that’ll work because “there isn’t enough evidence.” Looks like they got me good. Luckily it was was only a 10$ purchase (Abt. 5$ each)...
Even if codes work, there's nothing to suggest that the game was obtained via fraudulent means in which it could be revoked down the line too. Best to avoid such sites because you'll just end up losing the game and your money or being outright scammed.
Go to your bank ASAP, explain the situation that you bought from a shady site and didn't know they were grey market key resellers until after they failed to deliver the product. The bank will want to know if you tried reaching out to them to resolve the problem that way. Your answer to this is yes, you did, and tell them all they did was jerk you around, refused to issue a refund, and sent you on a fools errand which they know (as well as everyone on the Steam forums know) is totally impossible.
