That's a Valve employee. Neither you nor your friend spoke with them. You can report your friends profile as suspecting it as compromised, but since you never spoke with that Valve employee, there is no reason for you to report them.

Im in a discord call with the guy who got hacked, he said the Valve employee told him his account was going to be banned, and then switched to discord to continue the convo

scam. do not continue talking with the supposed valve employee. report and ignore. tell your friend to check to everything in that list i posted
