That isn't Steam, that is the Wifi you are trying to connect to. Public Wifi often blocks services that they feel use too much bandwidth and to prevent people from abusing said Wifi.

There is no way to change or bypass it. Your only option is to use a different network.

No you cannot, that Wifi does not belong to you and they took specific steps to block you. You need to use your own wifi and just wait for the downloads

No, you need the steam client (unless the developer is offering an off-Steam download, which I have seen with a couple of free games). Also, the owner/manager of the public WiFi obviously doesn't want you using their bandwith to download games so you should probably pay attention to that.

Don't use that Wifi. You said you have your own, I suggest using it.

If those who own the public Wifi don't want it used for Steam, then you should respect their decision.

Games on the Steam Store can only be downloaded through the Steam Client. We don't have a choice but to use the client to download what we've purchased but we do have options on what network we use.

- A phone or tablet's HotSpot (they usually have usage limits. Even if our data plan is unlimited using HotSpot might be limited. Check in to it.).
- Other free public wifi networks that allow it.
- Visit a friend or relative.
- If you see Xfinity hotspots you're able to connect to you can get an affordable account so you have a login and can use Xfinity speeds. I've done this when I was traveling, it was an odd request they don't get often that I only wanted an account so I was able to use their hotspots, I was living on the road (touring, drove semi OTR too) but it worked and if I remember correctly, since I wasn't paying for phone, internet, or TV just an account so I had a login it was something like $20/month. If you have a friend or relative willing to share their account login you can use that.
