Why on earth your friend have access to your account? You can change them normally from https://store.steampowered.com/account/

Sounds like you gave them access to the account and now they have taken it from you, according to this.

With "friends" like that, who needs enemies ?

Also, it is against the Steam Subscriber Agreement to allow anyone else to use your account.

if its your friend as you say, its not stolen since friends are typically people you know irl

just meet up with him at his house and ask for it back

if its not a real friend and a scammer you met, then ofc you can get it back all you have to do is contact support and provide proof of owner ship such as credit card details, cd keys, paypal number, wallet redeemal codes, etc anything that ties you as the owner is evidential proof to owning the account

We are helping you, and also warning you to not share your accounts anymore, if that is what happened. Never give anyone else access to your account, no matter who it is.

If the "friend" cheats with your account on a VAC protected game, that account will be VAC banned, and it will not be removed just because someone else did the cheating.

And that's just one thing that can happen, as there are many others.

Often, when they say "friend" it's just a person they added on their account and allowed access to that account. Not saying that about this OP here, but it does happen.
