I did open a ticket for over than 17.5 hour, and I get no answer about refund, still I did delete the ticket and opened new one and now it is for 3 days without any respond, can anyone here explain why steam support is being irresponsible

refund requests are automatically delayed by 3 days if there was a recent credential change .. but that is also mentioned in the email you get for the refund request.
which is probably the case here.
they didn't mention anything about 3 days in email

They'll never say how long responses take to not give false expectations. I'm just saying in general, with Steam Support Tickets, it does take 1-3 business days and they usually respond. I've gotten responses back in 2 business days, friends have confirmed they got it within a day or two tops.

So you tired of waiting in line, and decided the best course of action would be to go to the back of the line? And somehow hope that speeds the line up? Because that's what you did. Stop doing things to feel like "something" is getting done. Sometimes you just have to wait. And there's no gymnastics on your end that are going to speed things up. But they can help slow things down.
I did cancel the ticket, because I said maybe there was an issue about the ticket because 17.5 hours, is unnormal thing for steam
If the ticket was open then there was no issue apart from your impatience. It is reasonable to wait 24+ especially in a sale period. Closing the ticket removed you from the line which was completely pointless.

the point of closing it is to check if the case is normal or it is just an issue in steam support

There is no point in closing.

You can argue a lot, but it won't change the answer: Have patience.

Exactly, that’s what we’re trying to tell the OP. Him doing that basically added more to his wait time.

Business days, not regular days. Business days are Monday-Friday, not weekends, not during holidays. It was a holiday weekend here in the US with the 4th of July, that's why there is a delay.
if I follow your words I'm supposed to wait till 10 July

And now you have to wait even longer because you closed the original ticket.

I already know about all that, but 3 days is very long amount of time to wait

3 days isn't a "very long" amount of time at all to be fair.

well for what steam support said, it is very long

You're overthinking this. Simply submit the ticket and wait for their reply.

Closing and opening tickets doesn't magically make the wait get shorter.

No it actually is not at all.

We're in the middle of the sale. You could easily have just asked here first. We would then have told you it would be foolish to delete your ticket as you just start at the back of the queue again.

So yeah, sales are ALWAYS massively busy, even more so duiring the weekends.

There's nothing that can be done about this.

And even so, you should expect to wait up to a few days for refunds REGARDLESS of the sale anyway.
