You should also go to the install location and manually delete any left over files after the uninstall. Steam will only delete the files that it created during the install.

You will likely need to completely uninstall it and reinstall, does the game happen to have Cloud Saves enabled? turn those OFF.
All mod use - ALL mods, including anything you find on the workshop - are use at your own risk, for exactly this reason. Always read comments and be aware of issues when you download mods.
First off, they're written by different people to the devs, so they may have wildly differing approaches to coding and where they bung files on your computer. Also, you can easily suffer from "keys to the sweetshop" like behaviour and lose track of what mods you have installed.
In short, it's not uncommon to be in your situation. What you should do is as others have told you here. Note which mods you DEFINITELY had installed and look them up, find out where their files are installed, even if you have to contact the devs of the mods themselves (I know, a long shot).
As Steam will only uninstall the ORIGINAL game files, it's dead easy to leave legacy files behind and cause the screw ups you're getting.
And lastly, it's a good idea when you have mods to install one, test it a fair bit, see how you get on, before cracking on with another, as it's so easy to get in a mess.
I wouldn't bother with Steam support as they won't do that. The best they'd be able to do is pass a message onto the devs, as the game and data is entirely the devs purview.
