Missing DLC for TES:IV OBLIVION GAME OF THE YEAR DELUXE

On that editions steam page it says its already in my library but when i play the game i dont have ALL DLCs as i should have...i only have the 2 biggest DLCs...need helpp

No. His profile could just be private. And there's really nothing about game ownership or functionality that's tied to level.

That has nothing to do with it. A purchase is a purchase, and in any case, if over $5 then that would not be a limited account anymore.

It is more likely the OP has messed up somewhere. Bethesda games often have a checkbox on the launcher to enable DLCs. I can't comment on Oblivion directly as it's been so long since I fired it up I can't remember.
