Make sure all security software is leaving the games and Steam alone in real time scanning. Make exceptions for them if you have not.
1. Start the program in Administartor mode
2. Reinstall Microsoft .Net frameworks

4. Reinstall DirectX
Open C:\Windows\System32 if you have Windows 7 32 bit and, if you have Windows 7 64 bit version, C:\Windows\SysWOW64. (same instructions for other Windows versions).
You now need to delete these files
from d3dx9_24.dll to d3dx9_43.dll;
d3dx10.dll, then from d3dx10_33.dll to d3dx10_43.dll;
d3dx11_42.dll and d3dx11_43.dll.
Install DirectX again from
https://www.microsoft.com/en-us/download/details.aspx?id=35
5. Run CHKDSK
Click on Start menu and type “cmd“. Right click Command Prompt in the result and select Run as administrator.
Enter “chkdsk c: /f /r“. (This means you are going to check and repair C drive. If you want to check another drive, replace “c” with the corresponding letter of that drive.) Follow the instruction to complete the process.
6. Run Windows Update and install all avaible updates
Processor Base Frequency 2.10 GHz
Max Turbo Frequency 3.90 GHz
you might need Full performance or pc wont go to the intel boost in the top that is needed.
Batman Arkham Asylum, require 3ghz all the time ( im not even sure that game devs no laptop can have a huge range in cpu boost only they know if it works or not. )
and i will not waste my time look the other games up.
to debat what intel boost cover this dont matter then its game devs that know it.
most game requirements dont even mention Laptop spec. some few do , but again only games devs has the card on what happend in game engine we dont.
(0xc00007b)' and that code is being ID as VC++ issue or graphic card dont work and all under the things cant run. it has take me years to even graps it its a windows error code for do not working from system point of view , so even game devs might have issue with it then it com from system, i dont had this errror myself , this is form all other i have tried to help and that take time to see the clues) without can proof it
you need a expert talk with game support, on that Laptop pc actual cover it or not.
I run Batman Arkham Asylum perfectly fine on Intel Celeron N2840, it's way worse than OP's CPU and it run fine, same with Just Cause 2 (it had low framerate ~15fps but it was playable to me)

and you have quote me wrong with missing VC++ issue, be carefull with such that is also part of the Graphic issue and why game goes down
Sorry, wanted to quote only the CPU clock speed part because that's what I was replying too, I agree that it could be missing/corrupted VC++ problem, I put download link for VC++ from microsoft website for OP in my first post
