Steam works a little strangely and many can fall foul of not knowing. Games on Steam are both encrypted and compressed. So when you download them you must allow up to THREE times the total space of the finished file size. Also, you should never run your disk which has Steam installed on it over 90% capacity, otherwise it can make things go wonky.
So for example, if you have a 1TB drive and you've used 850GB you're within the 90% usage threshold as you've got 50 GB left. However, if you wanted to download a 50GB game, you would likely not have enough space because you would need 150GB for the decompression and unencryption, running you right up to the max limit of the drive.
If you fall foul of this, commonly Steam does weird things like gives you disk errors, or ofttimes starts trying to download or update on another drive entirely.
Also, make sure to check your antivirus to see if it's trying to quarantine any of the files.

dont forget check disk and rep steam library even that has been seen before.
I tried deleting steam and download it back this evening and it work.
But it happen back this night. Pls help
clear download cache and validate gane intergrity of cache.
and you need alot better explan why you keep getting that error are you on a external disk. ?
its like you are doing something wrong so you screw up content or it get corrupted , dont have OC pc , while testing for stability.

I tried deleting steam and download it back this evening and it work.
and that means you had install adminrights and it work untill you reboot
so add steam.exe and game dota.exe to exception rules in antivirus app.
i hope you can keep up with explanation , it also look like a security issue sametime.
point is can you do it again get it to work , to proof my point reboot pc after installl and it will block you again, check qurrantine folder. and you cant write things thats blocked ( and its this that give you disk write error )
if you cant follow this say security app name maybe other in that game forum can help you better.
also look like windows defender need thirdpart app allow to access Document folder or something like that.
dont have dota , not sure where user data is. ( and no i have not google it )
I had to go to View > Settings > Downloads > Steam Library Folders.
From there, delete the Steam Library Folder that gives you issues, and afterwards add the folder again. (Remember, you may lose any and all files in that folder, if you do this.)
You could try 'Repair Library Folder' as well, but I am not sure if that will work.
Its worth a try, if you're running out of ideas.
