If it says you need permission from the owner, then it sounds like you're trying to use family sharing with a Steam version of the game that belongs to a different Steam account, but that wouldn't have anything to do with the Microsoft store.
You can't. Games bought on Microsoft store don't transfer to steam anymore then a game bought on Xbox transfers to PS4

No you don't. Steam provides free steam keys devs can sell on other stores. All the developer/publisher need to do is publish game on Steam and they can generate Steam keys to be sold on other platforms. Out of over 2200 games I own on Steam, Over 2100 have been bought outside of Steam as Steam Keys.
Microsoft just doesn't want to distribute Steam keys and want to promote it's own store platform instead similar to Epic or GOG.

Then you install and play the game from Steam. (not XBox)
