Sure.

Still, Steam won't care that you have access to both accounts, and still give you the 15 day penalty unless you use the mobile gadget...

Make sure you make them into friends; after one year, Steam will reduce the penalty to 1 day.

Regarding your VAC ban. You cannot send items from any game you are banned from. Those items will stay on your account.
