Can you change your pending refund money from steam funds to paypal money?

If you originally made the purchase with Paypal, then possibly.

If it has not been approved yet, you can cancel the refund request, then start a new refund request with "Original Payment Method" selected instead of Steam wallet.

If the refund has already been approved, then you can not change where it is going.
