Steam is at 1mb a second download speed, not capped, nothing, so ♥♥♥♥♥♥♥ confused.
I am getting a 1.2 MB/s download speed, and have no idea why. Not bandwidth, internet, region, I have checked all these things and it SHOULD work, but it still reaches a peak of 1.2mb/s. It is so ♥♥♥♥♥♥♥ annoying to spend an actual 5 days downloading a game that should take 3 hours.

five days, at 1.2 Mbps...I'd also like to know what game that is.

On a separate note, my downloads here have always been at around 950 Kbps, for the last 10 years--regardless of my actual internet speed. It does some sort of throttling or limiting. I don't find that difficult to work with. I don't see anybody talking about that so I thought I'd mention it.

Absolutely not - speedtest.net is perhaps THE most well known speedtesting site that has existed for aeons.

To the OP - Steam works a bit differently to other services. As games are downlaoded encrypted and compressed, there's also emphasis on the hard drive you use and the CPU. Add that to the various bits and pieces that make up your internet connection, and it quite literally could be anything that is the cause.

The best way to approach these things is to break it down and check the things YOU Have control over - so check your hard drive either by swapping it out or changing to another. Check your cpu by using another device (if you can). If you finally get to your connection, then do the usual things - make sure you're not using wifi but cable instead, make sure your router isn't sat next to large electrical items, make sure your cabling is up to snuff and not wrapped around power cords or anything, and so on.

Speedtest.net is only useful in providing a 'theoretical maximum'

The issue with it is that ISPs now frequently QOS and prioritize traffic to speedtest.net to allow for fake data to populate. Meaning that you get much higher bandwidth to speedtest.net when in reality you will never get that speed in real life scenarios

A fair point, and well worth mentioning.

I'm not going to do the math, but based on my experience at around 950 Kbps...no.
