Report a translation problem
To redownload client, head to where install Steam folder, go inside, delete everything except for "Steamapps" folder and "Steam.exe" file, once done run "Steam.exe" file, and test to see if issue been resolved.
1) I not messing with anything that doesn't belong to or isn't included with Steam. This also means no pirated games or apps or piracy supporting software of any kind.
2) I already know to to reinstall Steam having done it many times.
3) Also don't have any permission issues - been there done that so I know what to look for.
I need to state I've been running Steam since it's initial release some quite some years back. I have installed/reinstalled a number of times being I'm a system builder - meaning I build new systems using a clean install method for the OS and apps. My "games" are on a separate drive from the OS so they don't need to be re-downloaded each time I install the Steam app.
That said, I may have spoken too soon as I "discovered" the "don't save credential on this computer box was in fact checked. Apparently I left it that way while trying to troubleshoot the issue. It is now un-checked again. I also deleted the htmlcache folder under "C:\Users\admin\AppData\Local\Steam" as suggested by some other posts.
Will now see how things play out going forward and post back. Until then...
It's not necessarily something that you recently installed either. It could be a third party program that has recently updated or changed settings.
Boot your PC into safe mode with networking for Windows. You must keep using this while testing this method.
Run Steam and log in, and try to save your login and then log back out and exit Steam.
Now, try to log back in again. If the login is saved this time, then that almost surely confirms that you have something third party running in a normal boot of Windows that is causing this.
You need the client to play games.
Not only do I NOT use CCleaner, but I never recommend it or any other third-party apps to “tweak” Windows. So no, no CCleaner or anything like it. Period!
As for going through Safe Mode and all that jazz, sure I could do that, and a million other things. Anyway, I’ve since removed the app and will reinstall it later on today.
My other plan (in the coming weeks) is to do a clean install of Windows, but it'll be Windows 11 once the new OS releases Oct 5, but that’s another story.
For now, I've removed the app, but will reinstall it and change my password. "Hopefully, that'll solve the issue.

As noted by @Kargor, that does nothing for my gaming sessions. That’s the issue… I NEED to gaming app to play games. And this is the real PITA as I have to constantly login every single time, I want to play a game on Steam.
Yea, I could spend 3 straight days and nights of playing a game till the end, but that’s not practical.
But yes, at this point I’m also guessing an account issue and did in fact contact support. Thus far crickets from them.
That said, in addition to reinstalling the app, I’m also going to change my password. Hopefully those two things solve the issue. It does need to be said though that I did reinstall the app before, but the issue still persists, so….

So why not attempt to do that, for troubleshooting purposes to see if you can find the issue ? It was not a solution to your problem. It was a method to test where the problem is. Just make sure it is safe mode "with networking" and not just safe mode.
Normally, when people have this issue, the problem is on their end, as the likelyhood of this being a one account issue out of millions of accounts, is slim to none.
In the past, when people posted this here, they had something on their machine or issue on their end that was causing the problem with saved login.
But feel free to do as you wish.
At the end of the day I saw no reason to go into safe mode as I would have had to run in safe mode for a couple of hours to see if the issue popped up again. Reinstalling the app and changing the password seems to have solved the issue.
