If I've found the right device, this site hosts the manual for it:

I'm viewing the site on mobile and it's filled with ads.... Here are direct download links to the PDFs found in the links above:

Is it convering what you're already doing controller-wise?
Does your laptop show the controller under detected BlueTooth devices?
If it gets to requiring a pairing code I've seen the suggestion 0000.

As it's no longer supported, its additional software/drivers & firmware is hosted by other sites.
This was recommended in a Reddit post:

It looks like it contains what is needed

But first see how it goes without the software etc.

It's like a $10 controller so I wouldn't be surprised if it just plain doesn't work.

Just to add to what tintingaroo has said, your first step with any controller like this is to plug it in via USB, then it should be pretty easy to pair or it will simply do it automatically.

So, if this is what you've done and you're still getting these issues, then it really boils down again to what tintin said - what does the Windows settings say as far as the controller's detection? Check there to see if the controller is registered by Windows and that the buttons and everything work correctly.

Although if it is a cheap controller it may simply be either the bluetooth is crap, or the cable is crap, or even the controller itself. It's not uncommon for third party controllers to have weird issues.
