I had a strong suspicion you were using low end equipment from the post history speaking of performance issues, are you even using a dedicated GPU? That's a dual-core budget cpu, it's going to have severe limitations.
Windows can also have random issues from time to time especially as you run low on memory or other resources. Windows updates are also automatic, and with win10 even if you disable some update related things, it likes to get updates anyway unless you know what you're doing. Much like how it'll defrag drives when the system is idle for an amount of time.
If you're having issues, it's not windows and it's not your government. Having a good AV would prevent a lot of your issues, but on a dual core system it would hit performance. No conspiracy theory stuff needed, just a lot of system infections and likely downloading from other questionable infected sources piled over the years into what you experience now.
If you have security problems physically or on your computer, that's 100% your problem. Fix your connection, keep your neighbors off your network, and out of your house/apartment.
Your crappy computer's onboard graphics won't help you play games. if you have a proper video card, use it. If your computer is garbage, without a good power supply or if your apartment can't handle a simple computer's draw, that's again, not steam's problem and also not something anyone here can help you with.
As for the rest of it, you're using a dual core with integrated graphics, the CPU is likely overwhelmed, so of course performance across the board is going to be fairly bad. You should be using that 970 you supposedly have for graphics, so the CPU can be used less than it is currently.
This has NOTHING to do with Steam, Bethesda, Microsoft, or any other company. They are not to blame for you abusing your computer hardware.
If you're concerned that something is wrong with the hardware on your computer, don't talk about politics or other people or whatever else - just... stick with one subject.
The computer's problems can be fixed, but you have to do it on your end. Properly turning of your computer, having a proper power supply and power outlets that work right, and having a good idea of how your components work together are important.
Where you live has no bearing on the state of your computer's security. That's entirely up to you.
If you go to those gambling sites, skin sites, "vote for my team" sites or anything like that then that's how you keep getting hacked. Either that or you've been hacked once and you aren't securing your account properly afterwards.
Here's exactly how this happens.
You see a skin gambling site, and you go and have a nose. It asks you to log in with Steam, so you do so,. You can then go about your business there. You might take a punt and go for some skins, you might not. You may return several times over the weeks, and again you might not.
But then weeks later, your account gets stolen. How did this happen? Remember when you logged in via Steam? You didn't - you GAVE them your details. No outside site logs into Steam.
So first of all stop doing this. Adjust your online habits. I get that if you're in Russia money can be hard come by so it's tempting to sell skins and so on, but this is how it happens.
Lastly, make sure you follow the guides as to securing your account properly because if you miss steps or don't do them in the right order, any changes to your passwords will be given right back to the phisher.
We;;,. there's your problem right there. If you are allowing others access to your PC, you cannot possibly know where they are going or what they're doing and in that case, you're never going to get on top of this issue unless you fix that.
