Anyway, reinstalling Steam isn't going to help with that, that's a purchasing issue. I assume you've tried an actual browser and, not just the client?
So, it could sort itself out or you'll need to contact Support. They'll shine more light on the situation.
Make a ticket though anyway just in case it doesn't fix itself, so then at least ball is in motion.
It's quite possibly tied to all the errors that are happening past few days (look down threads in this forum section, you'll see a lot of errors about E502 L3 which is their end failing).

Online payments generally work like this:
The vendor contacts the bank's payment provider and there's a VERY short window for them to do the handshake and exchange the data. This is deliberately kep tvery short for security reasons, primarily. The downside of this is if there's any congestion or hiccups, it will timeout. And when it times out, you will get the generic message you got "there has been some sort of problem..."
Now, that message turns up for a whole host of issues, and again there's good security reasons for that too (to keep it vague). But the thing we do know is that it is unlikely to be an issue with your card or balance, as that shows up very different messages. This is just some sort of connection issue or handshake issue usually.
SO Valve can't do anything about it and can't see any data, or that'd be a massive breach of security if they could see your bank details and so on.
So what to do?
Well, here's the next step. Normally when that handshake goes ahead, and the data is transferred, your account has the funds ringfenced (but NOT yet removed), so you can't use it again. At the end of day procedures that go on the bank will get another set of data that confirms this and the money finally leaves your account.
If it fails as we've said already, then immediately you'll notice the money is set aside (ring fenced) in your account. Contrary to what many people think it hasn't gone anywhere. It's just waiting to see if that later data comes through to correct it at end of day. If it doesn't then the money just sits there for around 3 working day, by which time it is freed up so you can use it again.
So what you can do is talk to your bank. You should ALWAYS do this with any payment issues as nobody else can tell you in these cases. If you have a good bank (by which I mean a reputable one with well-trained staff) they will usually see that the payment attempt failed and free up the funds instantly, cancelling the faulty transaction. SO you will get your funds to use within a few minutes.
However, if your bank isn't that great or you're using a third party payment card (like a pre paid debit card) then the staff will likely tell you there's been a problem, but can't (or won't) do anything about it. In which case, you simply have to wai tit out. And in those cases too, the wait can be 5 working days or a couple more.
So, always talk to the bank, and if they're good it can quickly be sorted,but if not you'll have to wait anyway.
But here's what you do - wait.
Server errors happen and congestion happens. You can't fix busy.
So what you should do is NOT immediately try again because if you keep banging away you're likely to trip a security lockout for 24 hours by your bank. Leave it a few hours and try again.
Ideally leave it as late in the day as you can, so less people are on.
