Question 1:
The Valve Anti-Cheat Ban is preventing you from accessing game servers that are protected by the Valve Anti-cheat system. (RUST, CSGO, etc.)

You can create another account, although if you have any software which would've caused a VAC ban (cheats, etc) you'll want to make sure to remove them completely.
Question 3:
This is a user forum, regular users aren't able to VAC Ban your account obviously.
And no, you can't simply ask for any kind of "immunity" to Valve Anti-cheat, although you can prevent yourself from getting VAC banned by following these instructions:

Permanent bans don't get removed after a specific amount of time, maybe that was related to a server ban.
Simple - whatever caused this ban in the first place you want to get rid of, or when you setup a new account and buy the game again, guess what will happen?

Is it so hard to realise that what caused the ban in the first place will cause you to get banned again?
Simply MAKE SURE that when you create a new account, you run the game AS IS from Steam. Don't add ANYTHING that would lead to a VAC ban. Cheating WILL get you banned again.
