this is the diffrence in make a clear install, to undo what mods did or still doing or still effecting the game then its so call removed. ( even save game can be effect from this. )
and you shouls ask game own forum or modder.
It's more likely to get assistance regarding Grand Theft Auto V in the actual discussions for the game itself rather than on "Help and Tips" for Steam.
Not everybody on Steam owns GTA V, so ask on GTA V's discussions to get assistance from users who actually own the game.

If you mean you are running the game from an SD card as if it were a drive, then yes, absolutely that is you problem.
SD cards are NOT drives and they will cause all sorts of issues. It's especially common among younger users to think this - I've seen quite a few posts thinking that as an SD card is cheap per gigabyte, they'd make an excellent solution, but it's wrong. Simply because it doesn't work like that.
SD cards are STORAGE ONLY. In other words, you bung stuff on it, you retrieve stuff from it. You do NOT use it "live" like a hard drive where there's constant read and write cycles back and forth.
You'll typically get these symptoms - it won't work correctly, or it won't work at all, or it'll just suddenyl stop working because you've broken it.
Unless you mean "I installed the game FROM SD card".
Yup, the only way to fix it is to NOT use any USB stick or SD card. They are NOT and never can be drives. Trying to use them as such just destroys them.
You could do what I do - buy external USB drives. The last one I bought was £40 for a 1TB from Amazon (Maxthon brand). Cheap as chips.
Therefor each game has his own hub with forum.
