Report a translation problem
When ANY online store uses online payemtns they all go through the same procedure. The vendor's server connects to the payment provider's server and there's a VERY short window for the handshake to go ahead with. It is kept short for security reasons.
The downside of this is when problems occur, the time within a "timeout" or error occurs is far smaller. So we see this a lot over sale periods.
And here's what happens.
The payment is "set aside" from your payment provider (if you're using a third party payment provider this may involve the money leaving your card and going to the other company making the payment). It hasn't actually gone anywhere. Not until the handshake FULLY comes through from the vendor.
If it times out, this doesn't fully go through. But there is a stop-gap. At the end of day procuedures, the data can be sent, correcting this problem. As the money is already "set aside" in your account, that's what it's waiting for.
So, one of two things basically happens.
Either that end of day thing goes through and you'll probably wake tomorrow to find it's all sorted, or your money sits unusable "set aside" for a request that isn't going to come. In which case, it normally takes around 3 working days for it to be freed up againfor you to use.
So you see, your money is not lost.
You have a couple of alteranatives here - you can wait the few days and see if it sorts itself out. Or you can try to ring your card/payment provider to see if they can cancel the attempted payment, which fress up the case almost instantly.
Be warned though - third party payment providers like Ideal, PaysafeCard and the like typically can't do this. But if you have a bank-backed card then you can.
This is why, for the future, if you can use another payment method like a bank-nacked card, you can avoid this happening.
I have the transaction id for the wallet -> CCAvenure transaction which I've sent them and the mail that bank sent me. I've attached all the details that I have and sent to their support team.
On the other hand ... steam has NO DETAILS of that transaction at all!!!
From what I understand, when I clicked on "Cancel transaction" apparently, for steam, the transaction just got cancelled and it has a record for it at 10:43 , but due to some reason that window never closed and I was like "meh! may be it didn't cancel afterall" and I just used the request sent by that connection to my wallet for payment and processed it.
So steam is unaware of that since according to steam that session was closed as soon as I clicked on cancel transaction. And that explains why even after transaction, the external window was unable to redirect me back to steam page which shows amount in my steam wallet, since according to steam the transaction was not supposed to happen in the first place.

As I said, there's a handshake between the vendor (Valve) and the payment processor (either your bank or the company that the card provider uses). If that handshake fails, the transaction is in limbo and will either get corrected during the night or will free up your money in a few days when it times out.
The point is it's a simple chain. The money is coming FROM your card, via the payments processor TO Valve. If the payment fails, of course Valve aren't going to know - it never reached them as they're on the end of that chain.
This is also why I never said to contact them because it's pointless asking them. Simple reasons being, they can't tell you anything more than you already know. They have no more data than "there's no payment gone through". And furthermore, if you do contact Valve, to get this response it will likely take a few days, by which time the money may well be returned.
Your bug though does seem to be weird but I've seen similar before. It's quite likely that it happened exactly as I've stated and the residual behaviour of this is Steam not working properly because it thinks there's still processes open.
Under such circumstances, I'd reboot windows and start again and see if it fixes.
Ofttimes, payment providers aren't always able to release the funds for you and you normally have to wait it out. So it sounds like whoever you use is on the ball.
Or get a job.

As stated begging doesn't go well on these forums, not least of which because it's dishonest. If you can afford even access to a PC you can afford to buy games, as you can get fine stuff for pennies on here.
Consider this - I'm disabled, and living in Britain. I don't get a lot on disability benefits, but that has been my TOTAL income for over 20 years, all while having a wife and family.
And yet look at my Steam account - how is this possible? Because I am patient.
So sorry, there is absolutely NO recourse for begging at all.
