If you only drag GTA v files to d drive, it not going to work as need the Steam .acf file as well which tells Steam the status of the game to the client which are found in the Steamapp folder for the respective of the drive that the game on.
and no we cant help if things dont work as it should , no matter what default disk is.
we other get a choise in where to install , why dont you get that. ?
either you have a steam libe not working and thats why you dont get ask. repare both steam lib work, or pretent to move a game from one disk to other if that option is not there then steam cant see both steam lib. again sit and explan all this ...jesus...
still steam own problem contact steam support let them deal with it.

Because you're obivously doing something wrong or there's another problem.
Steam is a store and a platform. It CANNOT know all possibilities and problems will happen, so getting angry and blaming that is silly.
It SHOULD work where you do as Dr Shadowds originally said. If it's not detecting files, you should be able to go to Steam settings > Downloads and add the library folder where the files are.
Once you've added it, and you restart steam it should then pick them up fine. I know because I do this ALL THE TIME. I have 5 drives I run games from on Steam.
If something isn't working after you've done this, then the asf, and other files may be corrupted. That's just how things go with computers sometimes, especially with online stuff. It gets corrupted.
many forget the app that clean system and cache and check windows doing startup, not saying you have such , but this was same in old day dont clear temp files ms use them to pick up temporary save or crash, but alot of app did that , and work is gone after crash.
but aient that simple to test start a dL and stop and exit steam ( force shutdown is not same thing, maybe that what you did ) and it never made a dump so memory is clear and you can say not a steam problem you did not exit correctly or cut power , we are many that seen that before all game is gone and only auto save might safe our butt here.
do not forget we try to help you even then it dont look like it, we other just learn how things is and not how things is, same as a with no save seen plenty of them, i call then lesser IQ devs , how will you pickup from where you was. you cant. ( i bet they never thought some can play it after 3hours you need a brake. sure you can pause game but cant save it. what a screwup game devs.)
