That message is given to you for a REASON. You have software somewhere that is clearing cookies. Ignore the part that you can do some things but not others - it's a GENERIC message.
Disabling or turning off antivirus just on a whim will likely not work as there's always legacy stuff going on that you CANNOT disable.
You need to find out exactly WHAT is clearing cookies. As Steam uses Chrome, do you have some CHrome plugins for example that clear your cookies every time you close a browser? Do you use anonymizing software or search engines like Duck Duck Go?
You're only going to solve this issue by finding out WHAT does it.
That's not how it works here either. THis is a USERS forum. Everyone, even the mods are users just like you and me.
If you need to contact Valve you need to make a support ticket and wait. They're the two options.
But in any case, it's very much a YOU problem. YOU have something your end that is blocking stuff. Valve can't be responsible for that. So you need to find out what is clearing cookies.

AS I CLEARLY said, you need to run through and read it CLEARLY or you will go in circles. So I'm not surprised you did, because you clearly took no notice of me warning you of that very thing, it seems.
Just take your time, stay calm, and do as Zekiran has advised. Read CAREFULLY each selection and you WILL get to make a ticket.

Can't say, but I can tell you it is likely. For example, I'm disabled and housebound. ALL my shopping is online, from food to cars. I bought a new synthesizers in February/March from a German wizard who makes his own. Come the payment, there was nowhere to enter the card CVV code. "No matter" thought I "I'll just use another browser" (as I was using a tablet). No dice. Tried my Wii U, nope. Then, my daughter's iPad, my wife's older kindle, before I finally got success using the Xbox One.
So yeah, it CAN happen.
The mobile token, I can't really comment on - that's beyond my pay grade.
I'm not sure what you mean by your "equipment is not available".
Why is reporting to Steam so difficult? It isn't, but it can seem that way if you're unfamiliar with it. It all works like this.
If you have a general or game related problem, you ask here and the community of us users will hopefully sort it out for you. If it's an account question it has to go through Valve, and the ONLY way to get hold of them is by ticket.
The reasons for this are very simple - I used to set up helpline departments as one of my older jobs back in the day. When you have telephones support you WILL get calls about everything and anything and up to 90% of them are absolute junk, or things that can be answered by simply reading the provided information (I worked in insurance). This held true for other companies. There's also another problem with phone lines - if there's a sudden demand it gets busy INSTANTLY and that causes a lot of frustration. THe insurance company I was with would NEVER use TV adverts for this very reason.
And regarding those 90% junk or "easy" calls - those are the questions that are the FILTER QUESTIONS you have to go through before you can make a ticket. So, in other words, it's that way to help Valve and help the user. Simple when you know, right?
I can't comment on the last question either.
