Windows 8 of any variety is ... a poor choice, and likely why you're having trouble with this.
Windows 8.1 reached mainstream end of life 2 years ago, you should upgrade to 10.
And it does nothing, as I already said/implied.

Not a choice in that I haven't and "won't" pay for Windows so I have what I have.
So, again,,does anyone know how to navigate to the games chats if/when that link doesn't work?
Nonetheless, the "advice" isn't all that useful because nobody has hinted at how to access the groups in 8.1. If Steam had those working on XP, and hadn't intentionally forced a broken update onto XP like they did, it probably would have stayed working (again, if it ever worked on XP) because XP isn't./wasn't getting updated, and anything that worked stayed that way (until, again, someone like Steam pushes a broken copy onto it.)
As far as the chat not working, as long as they keep updating these "OS's" they're going to keep breaking stuff. But again, it would be nice if there was a work around.
We know they say "if it's not broke, don't fix it." In this case, 8.1 is broke, but so 10, and every other MS Windows, so I prefer to stick with the broke I know than the broke I installed over when Windows 10 died and we only had a full backup of the 8.1 that used to be on the machine. Until something I care about enough is broken to switch, in which case, I'm sure there will be a bunch of other stuff broken.
Since the community isn't helping, I might dare putting in a support ticket. Some chance I'll share what happens, but maybe I won't.
Nonetheless, advice on how to access those Chats in 8.1 here would still be appreciated.
(And, again, sorry for the rant. You're suffering through MS Windows #X.xx as well, it just that I'm not going to pretend to like it, and/or herd-mentality enough to accept it.)
