I'd say the prime suspect is a worn or crappy USB port. They're of terrible desing and it's SO easy to have the slightest bit of movement cause it to quickly disconnect and reconnect casuing the dropouts you experience.
Of course the way to fix this is either to use a different port, or use a hub and try to tether the end that connects to the PC with something like some gaffer tape to mitigate that movement. If the problem's with the plug on the controller, you might be ablle to get a pair of plier and CAREFULLY crush the surrounding part of the USB plug slightly so that it mates much more tightly (of course i don't mean FULLY crush).
Other than that, it might be that your USB drivers are playing up, or corrupted. In which case, removing and resintalling may be the way forward.
I did try a manual re-install of anything I could think of but nothing worked.
As I stated in my previous post, I broke my computer trying to fix this to the point that I had to run a windows reset.
I don't know what was the exact casue but after the windows reset everything seems to be fine now.
Something else of note, before the reset, whenever I had device manager open it would constantly refresh for some unknown reason and I could never figure out the casue and it has been that way for years. The windows reset has also fixed that.
So the issue was somewhere in the software of my PC.
Anyway, glad you fixed it.
I used to test out Action Replay discs for the PS2 back in the daym, and I had a weird fault on memory cards that would apparently randomly corrupt the cards, so I lost all progress on games.
Took me a while to work out it was something in the Action Replay code messing up the memory cards. Only happened if you did a certain procedure.
Never made that mistake again. All my saves are backed up TWICE, grandfather, father, and son.

I'm still trying to figure out what's going on. It only started maybe a week or two ago.
USB connections are notoriously dreadful and break easily, or wear. This means you can often have a wobbly connection that doesn't quite make a solid connection and can end up connecting then disconnecting many times a second, which can cause issues like this.
