STEAM PREVENTING COMPUTER SHUTDOWN
Issue: When shutting down or restarting my computer, a message appears saying: "This program is preventing Windows from shutting down. Close the program first." Then I click "Force Shut Down"

1. Obviously I closed the Steam app by exiting or clicking the X.
2. I checked Task Manager and no, the program is not running in background.
3. Doesn't happen with other programs.
4. I have waited as long as 30 minutes after clicking the X.
5. If you don't have an answer to fix this, please don't ask me ridiculous questions.

That happens with lots of applications. It is not a problem specific to steam by any means and there is nothing to fix. Dw about it. Just click shutdown anyway and move on.
Clicking the X only closes the window, not exit.

Either click Steam > Exit or right click the icon and exit.

FIgure out what program is specifically causing Steam to continue running. More than likely it's an exe somewhere that is broken due to prior times you've forced shutting down to occur. This is an absolutely known issue, and it's because people forget that programs break when they're not put away properly.

You will likely have to reinstall your steam client, at some point, to repair it.

And as suggested: X doesn't close the Steam application, EXITING steam closes it. So if you MEAN to say that you've been merely shutting the client library window thinking that it's shutting Steam down, you need to train yourself to go to the Steam icon in your task bar and EXIT from that instead. If you meant to say you actually EXITED completely, then again as above: you need to figure out by looking at your task manager / applications and / processes tabs, to see what specific things are still running when you try to exit the program.

Don't shut Windows down with programs open, ever. This is what happens: things break.
Clicking X does not close Steam. On upper left corner, click Steam, then choose exit.
You can also exit by finding Steam icon on right side of taskbar, right-click on it, then choose exit.

The thing is, even if you DO just shut down Windows, it does normally attempt to shut other programs down - leading to issues. But it should actually WORK, so there is still something wrong no matter what here.
I realize that this is an old thread, but I wish Microsoft and Steam would collaborate to get rid of the gvrbackgroundwindows3 error on Windows 10 shutdown or restart.

It's been happening for at least a couple of years now, and Steam is the only app on my PC which causes this problem. Shutting Steam down before rebooting eliminates the issue, but it becomes a problem when Windows is updating while I'm away from the computer.

That said, this sounds like something on your end. Not a problem with Steam or Windows. If it were, we'd all have it.

It's likely some other software (like antivirus) causing this. How you track it down is going to be the hard part. It may just mean you need to start a process of elimination.

Definitely not an issue with his end, its been happening to all my windows 10 devices for at least a few years and ita just plain annoying so must be steams issue.

Just recently installed windows 11.... Guess what the same problem still exists.
I will both Necro this thread and post a new discussion. This is still a problem and has nothing to do with tracking down bugs. Just installed Windows 11 fresh install and this problem still persists. It has persisted on every fresh Windows install I've done since Windows 7. Can Valve and Windows just simply have a conversation to figure this out?

Where exactly are these rules? Or are mods everywhere just on a powertrip because they say so? If it's not allowed than why can I post at all? Stupid internet is stupid.
And again we have to repete what another steam user figureout, dont have storepage as frontpage use own home lib, and according to that user that use hibernation, it shutdown there.

if you want a technicaly why it is so, a short syntax on ie, how come ppl think you can cut network connection at hibernation and get away with thinhs get update at storepage, steam store content change dayli there, ( if you need bend this in NEON say so and we will be RUDE and scream at you ) pretty sure steam moderator will accept it. ( this has been ongoing for years and steam cant fix what windows system do ) a force shutdown then idle , but that also screwup schdule task in steam. ( they can't fix it ) not steam issue more a 2 side issue.

And nothing prevent you from exit steam yourself. ( preety sure you did not like the reply, and what prevent you from end task with own app so many unoffcial solution, that most pc user do not think on here. ) require you are educated or work with IT, and be lucky enough if you have experience in it, or research subject what you can do to end task or start task.

Dont expect steam to fix this, then its a not a steam issue but windows hibernation issue.

And also point out again steam user dont read other post made by other past steam user.
