Both are to blame.
Things happen in life, its never a good idea to wait till the last minute because of stuff like this. You can point that out to people without blaming anyone. No one WANTS issues to occur, but with major sales things like this happen and no one has found a way to prevent it to date.
I'm not saying that Valve isn't to blame, but I find it ridiculous to advise people to shop elsewhere when there was plenty of time to actually purchase the games. The sale lasted much longer than just the hours that the servers were having issues, let's not forget that.
So for anyone having this problem:
click help --> steam support --> purchases
and if the game(s) that you are trying to purchase are there - you may receive an email that lets you purchase at sale price or you can open a ticket.
I bought the game I wanted (in spite of my purchase failing) over an hour after the sale closed - at the sale price. I was purchasing from my steam wallet and was not double charged...
Nope, usually not, especially when they have even 2 bigger sales coming up which usually have even more discounts.
As the user above your post explains. They do this for refunds also. Seen many cases here where the user tried to refund within the time limits, but there was an error doing the request. But the system showed that they tried to refund within the normal allowed times, and their refund was granted.
In fact, with some of these cases, you actually get a message that "your cart was saved", and you can continue with your purchase later and get the sale price for everything that was in your cart at the time of the error.

Sadly some have never even gotten to the point where their transactions were actually being processed
