Sounds like the payment was retracted and Steam has disabled your account functions because of it.
You need to contact Steam Support to see whats going on.
i contacted steam support but i know they can take hours to respond and by that time the sale will be over and i have to pay the extra 100$
That's one of the reasons why you should not use a payment you don't own or have control over.
Contact the credit card holder and ask them to cancel the chargeback.
Even when people suggest that it's okay to use their card, they often 'forget' that they allowed it, and discover unfamiliar charges on their card - and then, do as is likely here, issue a chargeback.
So of course you'll have to pay them for the items, you need to get with the owner of the card, and make sure that the charges are sent back to Steam. you need to do this within the time limit that you're told about when you got information about this.
Fraud is a crime.
That person credit card you used did a chargeback, and that person need to revert the chargeback, or you contact support like you said you did, and offer to pay them back the funds yourself.

Please note you will lose more account features after the 90th day of chargeback, either be permanently limit to use only, or account get locked for fruad.
That why changebacks are not a joke, and can result in harsh penalties.
If your friend claiming didn't do chargeback, chances might be lying to you. Statements on credit card don't update after couple of weeks, or over a month period of time when doing chargeback. So if your friend uses his/her parents card, then they might have changed back, and might not know about it.
It's not wise to use someone else credit card, that's all need to be said. Your friend could've just gifted you the games over Steam, or gifted you Steam wallet funds, which if your friend charged back, the only problem you face is revoke games, and nothing else, while only your friend account will be in trouble for doing chargeback, and not you.

Using someone else's credit card is NOT them "gifting" you a game. What you seem to have allowed to happen is fraud.
