Purchasing has been disabled for your account
So yesterday I bought two games during the sale and i woke up to them being refunded and I can't buy anything, please help
EDIT: Can I even get gifted games anymore?

How did you buy the games? Did you use a credit card registered to someone else?
Sounds like the payment was retracted and Steam has disabled your account functions because of it.
You need to contact Steam Support to see whats going on.

it wasnt my credit card
i contacted steam support but i know they can take hours to respond and by that time the sale will be over and i have to pay the extra 100$

So whoever owned the credit card probably did a chargeback.

That's one of the reasons why you should not use a payment you don't own or have control over.

Contact the credit card holder and ask them to cancel the chargeback.

If it wasn't YOUR card, why were you using it?

Even when people suggest that it's okay to use their card, they often 'forget' that they allowed it, and discover unfamiliar charges on their card - and then, do as is likely here, issue a chargeback.

So of course you'll have to pay them for the items, you need to get with the owner of the card, and make sure that the charges are sent back to Steam. you need to do this within the time limit that you're told about when you got information about this.

Then they need to contact their credit card company to see why the payment wasn't processed.

There your problem that bold, and underline in the quote.

That person credit card you used did a chargeback, and that person need to revert the chargeback, or you contact support like you said you did, and offer to pay them back the funds yourself.

If your friend claiming didn't do chargeback, chances might be lying to you. Statements on credit card don't update after couple of weeks, or over a month period of time when doing chargeback. So if your friend uses his/her parents card, then they might have changed back, and might not know about it.

Can't do it until problem been resolved. If your friend get the funds back to Steam, your games will return back to you.

Using someone else's credit card is NOT them "gifting" you a game. What you seem to have allowed to happen is fraud.
