The money hasn't disappeared, so you basically have two choices.
Either you contact PaySafe and ask them to look at it, and if they're decent, well trained staff, they should be able to free the cash back up and cancel the errored transaction. However, this very much assumes they're up to the task, as banks are, but third party payment providers often aren't.
Or you can simply wait it out. If it has truly errored then the funds will be freed up normally after 3 working days.
Well, it's a banking system thing. It never reaches Valve.
I'll try to explain the procedure so you can understand.
When you make any online payment on any store, they all use the same banking payments system, and it's a short window for the vendor and the bank or card provider to do this handshake. The reason it's a short window of a couple of seconds or so is for security.
The downside of this is that it means you can get errors when there's server problems elsewhere (as seems to be the case here) or it's really busy. This happens a fair bit when the sales are on.
And what happens under thos circumstances are that your money is "set aside". It doesn't actually transfer until ALL the handshake has gone through. As only part goes through, it can correct normally at end of day procedures, so this is why it gets set aside. It simply waits for this correction later on.
If that correction comes through, then it's all good and it completes the transaction. However, if the correction does not appear, then the money just sits there "set aside" but unavailable for use for about 3 working days. Then it becomes available again.
So, you see, it can only "return" to your card because it never left it.

No as I CLEARLY laid out the money has never left. So if you wait it will become available on your card. It won't turn up on Steam because the transaction didn't go through, and the funds never left. They were merely ring fenced so you couldn't use it.
So yes, you either wait or try ringing them to see if they can cancel the flawed transaction, freeing up the funds sooner. But as I also said, this might not be possible for a third party payment provider like PaySafe. It might be worth a phone call to find out.
Up to you, but the money won't appear in Steam unless the transaction actually goes through. If it doesn't and you'll wait around 3 working days, then it'll have never left your card.
