Generally that’s a problem with either permissions ( run steam as an admin) or your antivirus killing it (disable your AV)

I did that and it still wont work

Disabling your antivirus may not work either. Many of these types of security programs still leave legacy processes running.

There is ONE way to absolutely tell if it's being affected by it though. Reboot Windows in Safe Mode WITH networking. Start steam and see if the problem persists.

If the problems gone, then it WAS your antivirus.

Wait what? You've got to be kidding me?

In that case, if you've been rruning without antivirus then that's most likely the root of your issues.

Just to be clear here, are you using Windows Defender? Because that WILL suffice as antivirus.

If you're truly running nothing, then no disrespect but I'm walking away from this because these types of posts rarely get anywhere.

Dont feel bad about it OP, you are not the first or will be the last that dont know window defend is antivirus app default on in win10.

please make exception rule for steam.exe.

Can you please be clearer?

What do you mean? Do you mean you DO NOT run ANY antivirus and you had turned Windows Defender off long ago?

Or do you mean you've JUST tried turning it off and it didn't help?

And did you try what I said in my first post? Running Windows in safe mode with networking?

you need to provide alot more information on disk and its size and free space on them.
this is to ruleout alot of whats is going on here.

you can even wipe that game folder , but then you said a game and even reset pc , that should solve most issue unless you point on diffrent disk and its full, well its just alot of info is missing on whats going on here.

even saturapoint out own security blocking issue. but then you dismiss that, then you open for alot of other issue and no one here almost dare say or ask the simple things we all take for granted you should know.

plrease learn to use steam system information even that tell something.

even game name , some of them as ARK and POE , is know for steam issue with them.

i have tried to download destiny 2 a game that requires 98gb of free space i tried to install it on a blank SSD that has a capacity of 500gb. i tried downloading the game on my second hard drive and its still wont work. I tried to download Among us A game that is 280mb and is still wont work i tried it on both the SSD and the HD. the SSD is directly plugged in my motherboard and the other one is connected thru a SATA cable.

okay you have multi disk. can you goto steam settings and download and open multi steam lib right click and select repare steam lib on both. and see if that help here.

assume free space is there. and what default steam lib has enough free space.

i know you might not need the answer anymore, but for those who found this post in the future, the solution is to let steam download steamworks common redistributables or whatever the name is. After the download complete you can install your game without have to stuck. If you don't see it on your download tab, try to restart steam or clear your download cache from setting. hope this helps
