It works like this - applicable games have a set amount of cards. Let's say you play a game that has 10 cards for a set. You can earn ANY 5 of them just thourhg playing the game and NO MORE. However, at that time, you are elgible to earn a booster pack (more on how that happens later) assuming you stayed logged into Steam.
You rightly say that booster packs contain another 3 cards, and once again they are random so you easily get duplicates the same as you can through the normal gameplay.
But here's the thing - collecting the cards IS NOT the end goal.
What you're supposed to do is once you have got a set is to "craft" them into a badge which you can display on your profile. It rewards you with usually a game-relevant background, an emote and the badge. You can collect the cards again, so you can craft more badges a few more times.
Best of all, is when you go up levels you get useful perks like your friends list slots extend.
You can get more cards by trading your spares with your friends on your friends list, or going onto the market to buy them - they're usually cheap at a few pence each.
How booster packs happen is that when you craft a badge for that particular game, it generates a booster pack which will go randomly to anyone else that owns the game, has earned all the cards they can, and are logged in that week.
Now, here's the good bit - using these effectively and cheaply.
Bearing in mind what I've said already, you can quickly see realise that more popularly played games will stand a greater chance of creating booster packs (to a point).
Some people like to say that buying the cheap crappy games (asset flips and other dross) are the way to earn cards. This is NOT TRUE. For a start, you likely won't be able to trade these much as the cards are going to be less desirable, but more importantly, such games are going to be played by virtually nobody, so you won't be able to easily find spares, and worst of all, the chances of booster packs turning up are TINY.
So the best bet to do this cheaply is buying cheap reasonable games from places like Humble Bundle (reputable charity key sellers) and even during sales on Steam itself. This way, you not only get games for bugger all much, but you will be able to trade the cards easier (as Humble Bundle is VERY popular), booster packs will likely be created more often and the price of the cards if sold on the market stays reasonably low and accessible.
If the worst comes to the worst you can buy these games from such sites and if you don't like them or arent; interested in collecting the set (and the badge) then you can simply use them as general fodder for trading. It's a win win.
Other reputable sites like Humble Bundle include Fanatical and Indie Gala. There's a few more but I forget off hand.
So basically if their only used for things I don't want then better to just sell them for the cash even if only 10-15 cents it builds up over time.

I just offered you as complete a description as I could as you weren't sure what it was all about.
Personally, I wish once we'd completed a set, the cards get "frozen" and the badge crafted, so you can still view the card set themselves.
But hey. If that's what you want to do with them, that's entirely up to you. There's no wrong way to do this :)

Iforgot to mention that you can in fact, sell the booster packs without opening them. Obviously check the market for prices before doing so, but as far as I've seen booster packs earn more than the cards individually.
