im not sure about your intel HD where does that fit in here.
yeah you cover it. ( whatever that is sounds like a mistake happend But To ID require more the that code , and i bet you have google it and it seem like a code to many things with diffrent issue and thats the problem here.
do yourself a favor use a friends pc to ruleout own system and confirm happend there also. or working , and that my point here.
and let get another thing strait has it work before or first time run, i can see other people in that game hub with start up issue.

and as you see now we are back at VC++ error.
and relaunch steam common Redistributable files in Home, click game to see TOOL section.
feel free to contact steam support, you are not the first one run into this, and whatever it is its not funny then alot of games stop working, because of VC++ dont work as it should.
OP already reinstalled DirectX and Visual C++ Redists. It's not that.
OP also fixed system file corruption.
There are only one remaining possibility that can lead to that error.
.NET Framework issues. (try reinstalling)

ps: you may want to run dism /online /cleanup-image /restorehealth to fix WinSxS problems.
no clue if you have issues with windows update or stuff like that, but yeah.
we dont care what you think here, you are not support, and no matter what you google on this net frame was never mention. ( if you get that one right then, you got lucky, i can even say , ask MSsupport then. they do have support and same has game devs. and so so steam then they have made all in one solution now.

It seems the game is running on OpenAL.
you may need to install https://www.openal.org/downloads/
again that code is simple the worst possible and thats why i best guess that MS code for it problem is what does that cover. ms have book of code i can only hope that page know and nail it. because google and all who report it point at alot of mixed things and it dont give a red thread to follow, even i notice graphic card and alot other apps even origin but what VC is it and im not the first one that notice VC++ issue with one of them and game was work last time i installed it so what the hell going on with Visual studio. sure we all have corrupted OS and need repare it... are you kidding here. no something has change , and i bet that game devs has same issue as last one i help, they did not know, atleast i got alot better code then OP , and thats the problem here with so many diffrent VC and depend on what game devs use then it was made, and yes i still dont know what cause this. maybe you should see installed MS Redistributable in OS, then you will see many of them and to sit here and say rep all .gl with it. can also be the solutions here, and who know if this is not a steam problem for a outdate common Redistributable file , so yeah they are part of the problem or solution depend on how you look at it.

You know, I literally just give an option. I said "may want to" for reasons. It doesn't help with this issue certainly, but perhaps there are other problems.
The windows component store (winsxs) also contains windows update.
I'll try to explain how system file corruption occurs.
On an SSD most likely by read/writes causing slots to go leak electrons, losing data. (SSDs die)
On a HDD, if it is used a lot, then likely due to 'overwriting data'. NTFS is not perfect. Heck, a lot of database server hosts know this and opt to not overwrite any 'file' quite often.
If Windows Update is corrupt guess what will happen? Some updates won't be installed. Some times it will try to redownload en reinstall previous updates. Sometimes it will overwrite newer updates with older ones.
If you want to see exactly how much Windows Update uses your disk, then look at all the leftovers it leaves behind in C:/Windows/Installer directory.

I have no clue what you're trying to say there.
Those redist packages contain library files and dlls. Microsoft explains pretty much why the versions contain different files on their download page. They only started compressing it into one redist package since version 2015.
.net framework is another set of library nonsense and a library in programming is just a set of precoded instructions and tools.
And yeah it sucks that you have to install this stuff because of lazy programmers that don't want to write and compile their own code, but it's better than the electron problem.

In my 1st post I said I already installed/reinstalled all Visual libraries out there.
By the way I did the same thing with the .net framework stuff, downloaded a "all in one" bundle and installed everything, still doesn´t work.

yeah, but , did you overwrite them or repaire them, old school knowledge they are not the same Solution depend on who you talk with. ( most typical is reinstall with repare )
( but old school learn was uninstall then repare it as choise. ) not many know this. i agree it odd that things get fixed this way and not the typical reinstall with repare.
see already install in the system, ( you need to see them from controll panel. program and feature )
Try Locate other games that use same VC++ as microsoft say. is the problem if you have other games that use same VC++ , then they should not work either, and that a proof.
This is the only game that ever gave me a problem, I already played hundreds of games in this computer, even games that I thought the Intel HD 4600 couldn´t handle and the games worked smoothly.
It must be a silly thing causing this, but it is the "game´s fault" not my computer.
And it pisses me off a bit, because those devs are not noobs, they have several games and make ports to several different consoles. Just make a decent version for steam for **** sake.
to my knowledge the VC++ popup a repaire option then uninstalled, and that is what you should have done.
but again . all page with the VC++ just say download and install as repaire.
and its here old school learning disagree on the subject. , and huge diffrence in DL with something or ask current install to repare itself. i hope i explan thre diffrence even then most will say its samething, but that its not always the case.
except that I didn't upgrade to Windows 10.
Sorry, I'm out of ideas. The reason why I mentioned what I did is because it seemed that your words were ignored when the same suggestions happened a couple of times over and you needed to re-explain it. That is what I meant with "so much nonsense"
I know a lot about Windows, but I don't know this game. I don't have it.
I looked at the discussion boards and it seems others have been having launch issues for years as well, which apparently didn't resolve mostly.
I was hoping fixing .net would fix it, but... unfortunate.
If I happen to get another idea of what you can try, then .... I hope that I am allowed to post it without comments on how "mad and outworld" it is.
