You're missing the point.
If you send money from YOUR bank account to ANOTHER bank account, this has absolutely nothing to do with Valve, any more than it does with Amazon, or Tesco's.
There are only three parties involved - you, your bank, the other customer.
So you need to sort it out with them. Either you misunderstood the clerk or they got it wrong.
How on earth do you expect Valve to do anything? They don't have control over your bank account.
