Try all download servers until you find one with speeds you are happy with.
There are over 130 to try.
Any server near me was slow as dirt. Nearest does not always equal faster.

Today, Vancover was better for me. Yesterday, Rio was better (odd, ain't it?). Btw... I'm on the East Coast.
Also consider traffic.

The speed is in KB/s, as opposed to my usual ~3 MB/s
I have tried everything:
-changing download region back and forth
-checking and unchecking the bandwidth limit
-clearing download cache
-restarting my PC
Nothing works. I also tried with different games. Still the same.
Looks like Seattle works fine, even outside US.

It's like this EVERY sale, and cannot be avoided. It's just popularity.
But you need to remember a couple of things.
Firstly, do the region dance. Many people think it's like online gaming where you choose a region near to you. NO! If your region is congested, then your neighbours are going to be too, right?
Go to Google, and look which areas of the world are currently around 2am. Pick any of them as they won't be so busy. Distance is NOT a big factor.
Furthermore, here's what I do on sale time. I DO NOT go near the store even during the day time. I wait until VERY late at night and have a nose through. Any thing I want to buy I simply buy around 2 to 4am. This mean less chance of payment errors.
And obviously downloading as I stated.
You think this is busy now, consider this. When the coronavirus hit and lockdown started for much of the world, Steam was hitting around 18 million simultaneous users. That IMMEDIATELY rocketed to about 23 million.
And that was when weather was getting warmer for much of the northern hemisphere.
Now next month is Christmas and the Winter Sale. What do you think it's going to be like with lockdown still a thing, it being colder and more people at home, AND people with Christmas spending money and time on their hands?
So learn these rules as it'll make your life better. But understand this is not a problem that Valve nor anyone can miraculously "fix".
