Report a translation problem
People post often here about that game and download issues. It's not necessarily the download, and from what we have seen, it's hardly ever the case.
It's the way the files are unpacked and written to your drive. Just let it do it's thing. You can try changing download regions if you wish, but that probably won't help.
ARK is another one like this. Forum search will confirm.
If you don't see any improvement, then sadly that game just takes a long time to install, from what we have seen.
Also, if your computer isn't all that fast check for CPU activity, as sometimes the compression algorithm can be a bit heavy when Steam unpacks files.
There is always the possibility that there is a download issue with Payday 2, as it could be something else unrelated to the norm that we see, but as I am sure you agree, it's best to cover the simple things first.

If for any reason you just can't get it downloaded, post for more help. There is also a Steam for Linux forum here, but your OS probably does not matter in this case.
