Also check your router to make sure that the required ports are open for steam to work. These days this should be automatic with UPnP etc, but best to check.
I had checked the firewalls and disabled them for steam to work. However, after doing that nothing really changed.
How do I check if my router has the proper ports open I'm not that smart when it comes to stuff like this lol.
Just look for the part where you can set up ports. If UPnP is mentioned, make sure it is set to on (this setting basically means it acquires the right settings itself). Other than this, you can set them manually, using these settings.

As for the disabling of the firewall, don't be surprised if it still is the firewall, as disabling can still leave legacy code running. Firewalls and antiviruses are notorious for this.
There is an easy test though. Restart Windows in Safe mode WITH networking. This starts windows with an absolutel minimum of things working. If steam then works, downloads, connects, etc, then you can rest assured it IS something on your computer blocking it.
A possibility but probably not it especially if you can still use Steam on the old laptop on the same network. It's something going on with the new laptop.
Firewalls and anti-virus and malware security programs are completely different things. They're not all "firewalls", assuming you're calling them all that, in general, because you're not aware of the difference. Nobody knows everything.
If your laptop's operating system is Windows you have:
· Windows Defender Firewall - decides whether to block or allow incoming internet traffic
· Windows Virus and Threat Protection - Virus protection (automatically disabled if a 3rd party anti-virus program is installed and running)
· Whatever 3rd party anti-virus is installed - Virus protection (Usually Norton or McAffee - both suck)
· Some people also use a malware protection program.
To help you with this it would be helpful to know what operating system you have and what anti-virus and malware programs you have. Without knowing that info one thing you can try that you haven't mentioned you did is making sure the operating system is up to date.
It's also helpful to know whether you're using Steam's website or the Client. Do the pages load through a web browser but not through the client? If that's the case that likely means something is blocking the Steam Client like an anti-virus program as Frog suggested.
Sorry for not replying in a while. Was busy. I'm thinking it's an issue with my laptop too since my other laptop can download and play on the same internet.

When using steam on my browser it lets me use it properly it happens when I use the steam app, I think this is also affecting my CSGO since CS always tells me it failed to reach official servers.
If there is anything I can do to try and fix this issue please let me know. Also, I don't have a VPN and when I tried to disable the firewalls it was just with the control panel if there is a step i may have missed let me know thank you guys for the help.
In which case, this is sounding like a typical corrupt files issue within Steam, but as you've said you've uninstalled and reinstalled a number of times, I must confess I'm out of ideas.
Did you try the starting Windows WITH networking that I suggested earlier? What happened?
Ive been trying to access my router information but when I get the default gateway it tells me it starts with fe80. I know that this would still give me a valid IP address but there's some more hoops id have to jump to change the NAT type to UPnP. However, that being said it may be an issue with a corrupt file like you said so ill try to figure out a way to fix that. I'm sorry if I've been frustrating you. I'm not too tech savvy fam.
Like black screen in Steam , EGS and other launchers.
It can be bug or crush in webhelper.

I'm simply saying restart WINDOWS into safe mode with networking.
This boots windows into a basic mode with few resources running, except you have internet connectivity. By doing this it cuts out all the other files that may be causing problems.
So if you do this, and you find that Steam now runs, it proves the problems is CERTAINLY some software on your PC. Nothing to do with your router.
As I suspected: Something is blocking the steam "app" (Client).
Which is most likely an anti-virus program you have running.
Rin's suggestion will not help at all. All this will do is cause the Steam Client not to run. It won't run without all of it's files. You'll end up re-installing. They either pulled this nonsense out of their back door vent hole or they're trying to get you to destroy your Client installation.
If the OP doesn't know how to turn an anti-virus program off it's safe to assume they don't know how to launch safe mode.
This is most likely an anti-virus program blocking the client. All they have to do is either choose a better anti-virus program like AVG Free which is very user friendly for people not savvy with computer stuff or set an exception in the anti-virus program they have so the Steam Client isn't scanned or interrupted.

I have no Anti-Virus program installed. It came with Norton Security but I had the firewall down with that anti-virus too. The 3 months I had with it had finished last month. so therefore Norton security wasn't the issue (it was also uninstalled) I wished I could post screenshots here to show you things from my end but unfortunately, I cant.
Now, the thing is, Norton is a disaster for an antivirus with anyone using steam. It's stupid to get setup up properly and causes issues when you try and uninstall it. So I wouldn't be surprised if there's legacy files left over causing some issues. It's happened before.

Norton is one of the worst security suites that exists. It always has and probably always will be the worst. If you didn't uninstall it (which is a pain in the butt to get it gone especially if you don't install another suite) it's still there, still running, still blocking: still doing it's horrible thing.
Uninstall Norton: Click on the Start Button and type "uninstall". Use the windows feature to completely get rid of it.
My suggestion is you get and use AVG's free version. The reasons I suggest AVG free is because it's extremely user friendly and easy to use.
