tl;dr you can do it no problem if yer 16 or over and you'd have to get your parent's permission if you're 14-16 and you're all outta luck if you're under 14
Doesn't mention an age. I have seen 18 or over in the past on Steam Greenlight, but unable to find anything solid straight from Valve right now. Could start the process and see how far you get.
If you still need to start making the game, worry about that first. Because most people starting their (first) game don't end up with something publishable anyway.
